<p>In the Heart of Texas, keeping the Brazos River clean starts in your garage. If you are caught tossing liquid paint into your blue recycling cart or gray trash bin, the City of Waco Solid Waste department will not only leave your cart at the curb—they may issue a &#8220;red tag&#8221; citation for prohibited waste.</p>

<p>As of 2026, Waco residents have a year-round solution for <strong>Latex</strong> paint, but a very specific window for <strong>Oil-based</strong> chemicals. Here is the local &#8220;playbook&#8221; for clearing out your clutter without the fines.</p>

<h2 class="wp-block-heading">Quick Reference: Waco Paint Disposal Logistics</h2>

<figure class="wp-block-table"><table class="has-fixed-layout"><thead><tr><td><strong>Feature</strong></td><td><strong>Details for Waco Residents</strong></td></tr></thead><tbody><tr><td><strong>Primary Authority</strong></td><td>City of Waco Solid Waste Services</td></tr><tr><td><strong>Latex Drop-off</strong></td><td>Cobbs Recycling Center (4201 Trice Ave)</td></tr><tr><td><strong>Oil-Based Paint</strong></td><td><strong>Annual HHW Event Only</strong> (Usually March/April)</td></tr><tr><td><strong>Phone Number</strong></td><td>(254) 299-2489</td></tr><tr><td><strong>Proof Required</strong></td><td><strong>Current Waco Water Bill</strong> + Matching Photo ID</td></tr><tr><td><strong>Latex Limit</strong></td><td>Up to 5 gallons per month</td></tr></tbody></table></figure>

<figure class="wp-block-kadence-image kb-image677_4206a5-0e size-large"><img fetchpriority="high" decoding="async" width="1024" height="559" src="https://texaswasteguide.com/wp-content/uploads/2026/01/Waco-latex-paint-disposal-1024x559.webp" alt="Resident drop-off area at Cobbs Recycling Center in Waco for latex paint disposal." class="kb-img wp-image-678" srcset="https://texaswasteguide.com/wp-content/uploads/2026/01/Waco-latex-paint-disposal-1024x559.webp 1024w, https://texaswasteguide.com/wp-content/uploads/2026/01/Waco-latex-paint-disposal-300x164.webp 300w, https://texaswasteguide.com/wp-content/uploads/2026/01/Waco-latex-paint-disposal-768x419.webp 768w, https://texaswasteguide.com/wp-content/uploads/2026/01/Waco-latex-paint-disposal.webp 1200w" sizes="(max-width: 1024px) 100vw, 1024px" /></figure>

<h2 class="wp-block-heading">The &#8220;Cobbs&#8221; vs. &#8220;Annual&#8221; Rule</h2>

<p>Waco handles paint differently based on its chemical makeup. Mixing this up can result in a wasted trip to Trice Avenue.</p>

<h3 class="wp-block-heading">Year-Round Latex Disposal (Cobbs Recycling)</h3>

<p>Waco residents can take usable <strong>Latex (water-based) paint</strong> to the <strong>Cobbs Recycling Center</strong> at 4201 Trice Ave.</p>

<ul class="wp-block-list">
<li><strong>The Catch:</strong> The paint must be in its original container with a readable label. Cans that are heavily rusted or contain dried-out &#8220;bricks&#8221; of paint will be rejected.</li>

<li><strong>The Limit:</strong> Residents are capped at <strong>5 gallons per month</strong>.</li>

<li><strong>The Reward:</strong> Much of this paint is sorted and sent to the Waco Habitat for Humanity ReStore to be remixed and resold!</li>
</ul>

<h3 class="wp-block-heading">The Annual HHW Collection Event</h3>

<p>If you have <strong>Oil-based paint</strong>, stains, or varnishes, Cobbs will NOT take them. You must wait for the <strong>Annual Household Hazardous Waste (HHW) Collection Day</strong>.</p>

<ul class="wp-block-list">
<li><strong>When:</strong> Typically held on a Saturday in <strong>March or April</strong>. (The 2025 event was March 28th; keep an eye out for the March 2026 date).</li>

<li><strong>Where:</strong> Usually held at a central location like 501 Schroeder Drive.</li>

<li><strong>Who Can Go:</strong> Residents of Waco, Bellmead, Hewitt, Lacy Lakeview, and Woodway (with a water bill).</li>
</ul>

<h2 class="wp-block-heading">Solidify for the Trash</h2>

<p>If you miss the annual event or have paint that isn&#8217;t &#8220;usable&#8221; enough for the recycling center, you can legally dispose of <strong>Latex</strong> paint in your gray trash cart if you solidify it first.</p>

<p><strong>Latex Paint:</strong> </p>

<p>If the can is less than 1/4 full, stir in a <a href="https://texaswasteguide.com/go/paint-hardener" target="_blank" rel="noreferrer noopener">Fast-Acting Paint Hardener</a> or plain kitty litter.</p>

<p><strong>The &#8220;Puck&#8221; Test:</strong> Once the paint is a hard, solid &#8220;puck,&#8221; you can toss the can (lid off) into your regular trash.</p>

<p><strong>Oil-Based Warning:</strong> </p>

<p><strong>Never</strong> put oil-based paint in the trash, even if it is dry. These are flammable hazards and must be held for the annual HHW event.</p>

<h2 class="wp-block-heading">Large Projects &amp; Estate Clears</h2>

<p>If you are clearing out a property near Baylor or a historic home in Castle Heights and have 20+ gallons of old paint, the city’s 5-gallon-per-month limit at Cobbs will take you nearly half a year to process.</p>

<p>For large-scale hauls, the most efficient move is to hire a <a target="_blank" rel="noreferrer noopener" href="https://texaswasteguide.com/go/junk-removal-service">Local Waco Junk Removal Service</a>. They can bypass the residential limits and handle the specialized disposal manifests in one single trip.</p>

<h2 class="wp-block-heading">Living in a Neighboring Suburb?</h2>

<p>If you live in the Greater Waco area, your rules might vary by a few blocks. Check these 2026 guides:</p>

<li><a href="/paint/woodway-paint-disposal/">Woodway Paint Disposal Guide</a></li>

</ul>

<div id="faq-question-1769691757528" class="rank-math-list-item">
<h3 class="rank-math-question "><strong>What if I don&#8217;t have a paper water bill?</strong></h3>
<div class="rank-math-answer ">

<p>Denton staff will accept an electronic version of your <strong>City of Waco Water Bill</strong> on your smartphone. The address on the bill must match your photo ID.</p>

<div id="faq-question-1769691763936" class="rank-math-list-item">
<h3 class="rank-math-question "><strong>Does the Waco Landfill on Hwy 84 take paint?</strong></h3>
<div class="rank-math-answer ">

<p>No. The <strong>City of Waco Landfill</strong> is for bulky waste and regular trash. They are prohibited by state law from accepting liquid hazardous waste. Stick to Cobbs for latex or the annual event for oil-based.</p>

</div>
</div>
<div id="faq-question-1769691770926" class="rank-math-list-item">
<h3 class="rank-math-question "><strong>Can I get free paint at Cobbs?</strong></h3>
<div class="rank-math-answer ">

<p>While Cobbs collects the paint, they don&#8217;t distribute it directly. If you&#8217;re looking for cheap or free paint, visit the <strong>Waco Habitat ReStore</strong> (1224 Franklin Ave), where the remixed paint is sold in 5-gallon buckets.</p>

</div>
<div id="faq-question-1769691778495" class="rank-math-list-item">
<h3 class="rank-math-question "><strong>What about empty paint cans?</strong></h3>
<div class="rank-math-answer ">

<p>If a metal paint can is 100% dry and empty, it can be dropped off in the scrap metal bin at Cobbs. Plastic cans go in the regular trash once dry.</p>
